are plenty of programs on the market for the Web
designer who doesn't want to bother with HTML coding;
not all of them are expensive, off-the-shelf offerings.
Or, for handcoders who want programs to help them out
without doing all the grunt work (and creating possibly
bloated and erroneous code), there are plenty of other
programs that help out while still allowing you to work
the code yourself.

converts HTML to most used script languages (PHP, Perl,
ASP, JSP, JavaScript) as well as convert ASCII text and

123LogAnalyzer 2.20 tells you
who your site visitors are, where they come from, where
they go and lots more. Not cheap at $130, but you can
try it out for free at www.123loganalyzer.com/
and see if it's worth the simoleons.
1st Page 2000 2.0 is a free
HTML editor that is touted by at least one expert as
able to give HomeSite and HotDog a run for their money
(looks a lot like HomeSite, even). Very powerful for a
freebie. Four different settings, Easy, Normal, Expert,
or Hardcore, lets you adapt this program to your own
skill level. Check it out at www.evrsoft.com/1stpage/.
Note: I've used this on two machines, and both of them
ended up infected with the JS_LOOP.A worm. Not a good
thing, and required the program to be uninstalled to
remove the worm. I've alerted Evrsoft to the problem,
but as I have not received a response (after two months)
and have found no mention of the viral infection on
their site, I can no longer recommend this program for
use.
3DHTML is a toolkit for making
three-dimensional effects using DHTML. Not for the
faint-hearted, but a cool download, and apparently free
from 3dhtml.netzministerium.de/.
Absolute HTML Compressor 1.11
compresses HTML files by removing extraneous tags,
shortening expressions, and the like. Free from
www.serpik.com/ahc/.
AceHTML 5.0 is a free,
powerful HTML editor and Web page creator that works
well for both novices and experienced users. Includes
templates useful for less experienced users, a frame
delineation feature, and snippets of JavaScript and
DHTML that can be plugged into your creation with a
minimum of fuss. Find out more from

Actual Search & Replace 2.5.3
hunts through HTML and text files for text strings and
can replace them. Nice for doing big search-and-replace
functions on your Web site code. $30 from

AddWeb 2.47 submits your Web
site to various search engines for registration. The
unregistered version only submits you to major search
sites, and you can only use it 10 times. Keep it for
$50, try it from www.cyberspacehq.com/.
Advanced HTML Optimizer 3.0
pares the unneeded tags and glop out of your HTML code,
reducing page size an average of 20% while leaving the
appearance unchanged. (I imagine this is far more useful
for those of us who don't hand-write our own code; I'd
love to see this turned loose on a FrontPage product,
for example.) Also makes it impossible for cyberbanditos
to steal your source code. $25 from

Advanced Scrolling Text 3.1
will enhance the viewing experience of your Web site

Agile HTML Editor 1.10 lets

JavaScript menu builder that lets you create pop-up or
drop-down menus without any DHTML or JavaScript

Background Magic lets anyone

Balthaser:fx is a pricey
($199) but powerful alternative to Macromedia's Flash
for whomping up snazzy Web effects. Basically, it

cuts-and-pastes to your own extant site), and unless you
register the program, you can't save your efforts. The

Better Ad Blocking for Mozilla and Netscape 7
uses Mozilla and Netscape 7 CSS3 selectors to block ads
based on substring matches in the HREF of a link for
links containing images. Apparently, it's more reliable

CHR$ converts standard
characters to ASCII code. There are times when normal
characters aren't allowed when coding in Html and

you type into the appropriate code for pasting into your

makes Java or Flash-based buttons for your Web sites.
Snazzy effects, and no knowledge of Flash or Java is

HTML coder; not for the inexperienced. ($49 gets you a

powerful code editor that works well with HTML, C++,

Crossword Creator 3.1 creates
a Java-based crossword puzzle that can be placed on your

CSE HTML Validator Professional 6
scans and validates raw HTML code, highlighting problems
and possible browser conflicts. It also works with C++,
Perl, Delphi, Java, VBScript, and SQL languages, scans
entire websites in batch mode, lets you make notations
in your code that won't show up in browser displays, and
bookmarks locations within documents. $129 (student and

-- your own or another. Explore site resources, download

use this tool to verify the integrity of a Web site
under construction and get a tree structure of the
overall site before making it live. Users just learning
Web development and programming can use it to learn the
structure of Web sites worth emulating. It works quickly
and doesn't consume your Internet bandwidth or an
inordinate amount of hard drive space.
CuteHTML 2.2 is a quite
flexible, powerful, and easy-to-use HTML editor and Web
page builder that can be used by all but the rankest
novice. Lots of helpful goodies, including TagTips, an
inbuilt browser for previewing pages, and an image

De-tagger 1.0 removes some or

DHTML Menu Builder 3.5 creates

an extremely powerful, horrendously expensive ($495)
program that creates a search and navigation tool for
your Web site. The Web site for SFS Software, the makers

Doctor HTML 6.1 is a Web-based

Doorway Page Wizard 1.0 is a
tool for creating highly optimized, keyword-intensive
Web pages, featuring a wizard that guides you through a
step-by-step process to create the pages. Doorway pages
contain keywords and META tags that describe your Web
site, and are optimized to the search parameters of
leading engines. Free from

Dr. Watson 5.02 is a Web-based
HTML validator available at watson.addy.com/.
Dreamweaver MX 6.0 is a huge,
well-regarded Web design tool that is used by lots of
Web professionals. The actual program costs $399 (!),
well out of the realm of most shareware, but the 30-day
demo is worth checking out, if you don't mind the
enormous amount of time used to download the thing.
Check it out from www.macromedia.com/. Note: I've
learned Dreamweaver as part of my (now-former) day job,
and I am totally impressed. It has its quirks and its
flaws, but overall, it rocks. If you really want a
program that handles everything to do with Web design,
try Dreamweaver UltraDev, a $600 program that
adds dynamic content and ASP to Dreamweaver's array of
functions. Warning: not every user I've run into thinks
that UltraDev is worth the extra bucks.
Dutch's CSS 1.1 is a utility
that allows Webmasters to construct style sheets quickly
and easily. $20 to keep from

DzSoft Perl Editor 5.3.1 is a
tool for writing, editing and debugging Perl CGI
scripts. Its intuitive interface is appropriate for both
beginners and advanced programmers. $49 from

e-Navigator Suite 2000 5.5 is
a powerful tool for creating navigation tools for your
Web site. Your creations can be written in Java,
JavaScript, DHTML, or plain HTML. The trial version is
crippled, so all you can do with it is look it over and
see if you think it might be useful. The full version is

Easy Applet Builder 1.7 gives
you 70 small, easily configured Java applets for use in

Easy Web Editor 3.9.72.233 is
an easy-to-use Web publishing tool that will help you
make fancy Internet pages with hot spots, frames,
frame-to-frame links, styles, pop-ups, mouse-over

HTML, so everything is visual and very fast. Not the
cheapest editor of its kind at $60, and it doesn't seem
to have its own Web page, but you can find it at

bills itself as "the one-stop visual solution for online

is a pricey ($80) utility that lets you extend the

EditPlus 2.11 SR-1 is an
Internet-ready, 32-bit text, HTML and programmer's
editor for Windows. Good replacement for Notepad and
also has helpful features for Web page authors and

Emotion 3D Web Edition 1.0
creates slick Web elements for existing Web pages. The
trial version expires after 15 days, but by that point
you'll know whether or not all the fun effects it can
produce for you are worth the $45 it'll cost you to keep

Frontier 5.1 is not only one
of the best cross-platform Web-site managers around,
it's free for the download from

utility, according to Windows magazine, is one of
the best deals on the Internet, and the best program of
its kind available as freeware.
GIF2SWF 1.04 converts animated
or static GIFs into Shockwave Flash (SWF) files. Free

Good Keywords helps you zero
in on the perfect keywords for your site. Free from

HandyHTML Editor 1.5 is a free
HTML editor and Web page generator that includes

Picker, and other essential tools. The basic version is
$33; the Pro ($47) version includes bundling in of

Hippie 98 3.1 uses MSIE to
help you create HTML code quickly and easily. $40 to

Homepage Monitor 1.0 stops
spammers from changing your homepage. If your page does
get changed, this tool will change it back. Free from

HomeSite 5 is a somewhat
pricey ($99) but highly recommended goodie from
www.macromedia.com/ that lets you create
sophisticated Web site code without having to know too
much HTML. One of the best HTML editors on the market,
and much less prone to produce "bloatcode" than, say,
Composer or FrontPage. (Note: this site is produced in
HomeSite, based on the original text-by-hand coding.)
Hot Dog Pro 6.5 is a famous
shareware HTML editor. Lots of help and built-in wizards
for the novice; lots of sophisticated techniques like
CSS and scripting support for the veterans. The trial
version is free from
www.sausagetools.com/products/index.html, but it'll
cost you $100 to keep it. The $70 Hot Dog Page Wizard
will be appreciated more by the amateur, but
intermediate users can get plenty of mileage out of it
as well. If you find that your system resources are
slowly draining away as you use HotDog for hours on
end...well, you're right, there is a notorious memory
leak in the program. But don't let that dissuade you
from trying it.
HoTMetaL Pro 6.0 is a
well-known HTML editor that lets you choose your own
environment in which to create your masterworks. Cost is
a pricey $99 from www.softquad.com/enter.html.
Users of other programs may find HoTMetaL's interface
confusing.
HotScripts isn't a
downloadable program, it's a source site for JavaScript,
ASP, Perl, PHP, and other tidbits, located at

freeware HTML editor, this one billing itself as useful
for novices and experts alike. Look it over at

powerful and professional environment for HTML that

HTMLTidy is a little goodie
that, like the utility above, helps you spot and fix
errors in your HTML code. Even works with Word2000's
horrendous code. Since it was written by Dave Raggert,
the lead architect of the HTML 4.0 specs, how can you go
wrong? Even better, the new version translates HTML into

Htp 1.14 is an HTML
pre-processor that pre-processes HTML, XHTML, XML, and
CSS files. There's a great deal to this program that has
to be experienced to be understood, so surf over to
htp.sourceforge.net/ for the free download. Don't
forget the documentation, which includes a very thorough
walkthrough.
HumanClick 1.0 is a free
utility that allows you to add a live chat interface to
your Web site so you (or your assistant, or your dog)
chat with visitors who surf in to check you out. Don't
look for me to add this to these pages any time soon --
I already have a job, thank you. But if this strikes you

HyperColor 1.0 helps you with
the chore of picking, and assessing, the color scheme to

a large Web site by letting you put common page elements

HyperMaker HTML 3000 lets you
easily create and distribute HTML-based e-books. It lets
you package all HTML pages, linked images and sounds in

Hypertext Builder XI is a $40
XHTML authoring utility from
paksoft.homestead.com/files/ that is most useful for
the intermediate and advanced user. Lots of features
that most standard HTML editors lack. Tools include
everything from fonts, lists, and tables to
more-advanced elements such as frames, image maps, style
sheets, Java applets, ActiveX, VBScript, and JavaScript.
Pop-up tag references provide auto-completion for tag
and attribute editing. Additional advanced features
include Visual HB (a visual page editor), VRML Orbitor
(a VRML sitemap builder), and ASP tools.
iDrag Tag 3.02 identifies any
image file you drop onto it, tells you what HTML tag you
need to use that file, and saves that tag to your
Clipboard for easy insertion in your source code. This
program is located somewhere within the
www.codearchive.com/home/ pages, but I can't seem to
find it. Maybe you'll have more luck.
IMS Web Dwarf 1.28 is a visual
drag-and-drop HTML WYSIWYG editor, featuring a text,
HTML and Rich Text editor that also supports conversion
between these formats as well as enables the

Index Generator 2.1 is a free
HTML sitemap creator and index generator that helps you

Instabase 4.0 Web Ready, $69

GUI to help you create a Web database that includes
other graphics, e-mail and Web addresses, and other
data. Also has phone-dialing capability, import/export

ixla Web Easy is a $50 HTML
editor for Web novices, with lots of included clip art

Java Editor 1.0 allows you to
edit java code, compile, view errors, run application or

JCreator 1.00 is a little

code; this utility just makes the process easier. Free

Just NavBars 1.2 lets you

Lost Link 1.0 is a useful

Macrobot 1.0 is a high-level
app that automates the various and sundry aspects of Web
site testing. It's by far the most expensive shareware
utility I've ever listed, at a whopping $2995, but the
demo is functional for 15 days, which should give its
potential users time to see for themselves if they want
to lay out that much green for this little goodie. Get

MagicJpgHtmlPager 3.71 gives
you an easy and powerful way to publish galleries of
graphics on the Web. It does the thumbnailing and Web
layouts for you, as well as generates the HTML. $39 from
www.magicseries.de/. Requires MSIE 3 or above.
Menu Maker 1.0 gives you a way
to create DHTML-based pulldown menus without having to
get your hands dirty in the code. $29 from
www.selteco.com/.
Metty 1.31 creates 33
different Meta tags that help Web pages to be properly
indexed by search engines. Free from
www.clickfire.com/tools/freeware/metty/.
Microsoft FrontPage Express is
a "lite" version of Microsoft's well-known FrontPage
HTML editor. Download it free from www.microsoft.com/
or any number of shareware sites, and be prepared to
create some horrendously bloated code. (If you
downloaded MSIE 5, FPExpress came with it, just like
Netscape bundles Composer in with Navigator.) Note:
FrontPage 2002's user agreement includes a nasty little
paragraph that forbids FP users to create Web sites that
"disparage" Microsoft. Fie on them; I say use something
else and say what you want to say, with or without
Microsoft's involvement. You won't find the addendum in
the CD's EULA, but it is currently included in the
printed documentation.
Microsoft Web Application Stress Tool
simulates the stress that multiple downloads and
viewings can place on a Web site. Definitely for
Webmasters who manage large, oft-visited sites. Free
from webtool.rte.microsoft.com/.
Moreover isn't a program, it's
a Web site with over 1800 sources of "push" data to load
onto your Web site, mostly news feeds of various types.

MultiUpdate 3.0 edits batch
text and HTML, and can insert, remove, or replace entire
segments of text in multiple files at once. $20 from

My Web Toolbox 3.2
is a suite of Web design utilities from
www.australianwineandbeer.com/mwt/toolbox.htm that
makes HTML graphics creation much simpler. A restricted
demo version is free; $25 unlocks the entire program.

Namo Web Editor 3.0 is a
powerful, advanced Web design utility that provides
DHTML, JavaScript, and CSS support. Not the absolute
easiest Web designer to use, but lots of bang for the
buck. 20-day trial version available from

costs $80 downloaded or $100 on CD-ROM.
Netter Free Web Page Templates Bundle #1 2.0
includes 32 Web page templates with a nice selection of
colors and layouts. It can be used for both personal and
commercial Web sites and no link back is required. Free

NK Map Maker 1.1 is a tool
which creates clickable imagemaps, where each part of an
image links to different Web addresses (normally to
different pages on a site). It features small and fast
operation, supports .GIF, .JPG and .BMP formats, code
copied to Clipboard, and more. Free from

Online Status Indicator is a
little Web-based service that shows your online status
for AOL Instant Messenger (AIM), ICQ, MSN/Windows
Messenger, Odigo, Tencent QQ, Trillian, and Yahoo
Messenger to your Web site visitors. Free from

Perl Builder is a $150 utility
from www.solutionsoft.com/perl.htm that lets you
create Perl scripts for the Web without asking you to
know Perl coding. The trial period is only 14 days, so
once you install it, give it a spin quickly.
Pop-up 4.5 builds
sophisticated DHTML pop-up menus. The free version
doesn't let you save your work, so to really make this
work, you'll have to pony up $35 to
popup.jscentral.com/.
PPWIZARD 02.326 is an HTML
preprocessor, which allows you to easily include
external files (to include HTML files such as common
HTML headers, footers, or navigation). Preprocessors
also accomplish complex tasks such as defining e-mail
and Web addresses in one location and reusing these
throughout a Web site, or creating more complex macros
that can make decisions for themselves as to how HTML
should be generated. Also allows data import in various
formats, such as SQL from a wide variety of databases
including MS Access, CSV, fixed, and other formats.
While it can be used on a server (CGI, for example) it
is more frequently used to generate static pages. Unlike
SSI, there are no server requirements or performance

Programmer's File Editor 1.01
is a file editor that works with HTML, SQL, C++, and

RankMeter 1.64 used to be
Advanced Site Position, but under either name it
does the same job. It's a ranking tool designed to
locate Web site positions in search engines, and works
with 250 search engines from 27 countries. $70 from

RankSpy 1.0 lists the search
engines that list your site, as well as finds the sites
that are linked to yours. $40 from

REL Link Checker Lite 1.0
helps you easily locate broken links, and links

Webmasters with intricate, complicated sites, but for

Screen Calipers 2.1 lets you

Scribbler 2000 1.8.3 is a $35

ScriptWorx v4.12.0 is a free,
highly recommended HTML editor from

Selida 2.1 is a well-regarded
HTML code editor and viewer. Lots of bells and whistles,
including split-screen view, help files, and some
JavaScript snippets. Not bad for a freebie; find out

Site Builder 1.2 is another
goodie most suited for the less experienced Web page
builder. One unusually powerful feature is the program's
ability to create its own Java applets, without the user
needing to know code. Even contains its own FTP client
for uploading your creation. $25 from

SiteMorse is a Web-based HTML
checker. Also checks and reports on the number of URLs,
pages, errors, site warnings, service response time, and

SiteWriter PLUS 4.0 allows you
to create HTML macros that hold the place of text, and
compile templates into HTML files. Keep it for $19; get

Smart Site 3.01 is a pricey
($99) but powerful Web site analyzer. It checks your
code, tests links, and tracks visitors. Try it for 30

SmartSaver Pro 3.0 is another
goodie from Ulead that optimizes Web graphics, and lets
you create JavaScript rollovers and image maps. $60 from

Software Applet Button Factory,
from www.coffeecup.com/, allows budding
Webmasters to create Java buttons for a Web site with no
programming experience needed.
Software Linkbot Pro 4.1, from
www.linkbot.com/products/index.html, helps Web
publishers identify and fix dead or broken links within
their Web pages. Not cheap to keep at $295, but you can
try it for 15 days free.
Source Morph 1.0 is a freebie
that converts Perl, Java, JavaScript, C, C++,
VisualBasic, and Q-Basic code into HTML quickly and

Source Painter 2.0 lets you
view HTML source code in any combination of fonts and

SpiderWriter 5.0.0590 $80 is a
lot for a shareware HTML editor, but it does come highly
recommended. The trial version is limited to 30 uses. My
advice: try this one alongside the trial of HomeSite,
listed above; if you're going to pay this much for this
kind of program, you might as well get the best. Anyway,

Spot IT 2.0 makes it easy to
create GIF buttons for your Web site. $41 to keep from

Status Bar JavaScript Magic 1.0.100
is designed for Web developers who want to animate the
status bar of their Web pages without the need to write
or edit a single line of code. Free from

StripFile 1.01 is a utility
for stripping out useless junk or information in GIF,
JPG, PNG, and HTML files, thereby reducing the files as
much as 40 to 50 percent. Free from

Style Master 1.9 makes it easy
to create sophisticated, standards-compliant style
sheets. The basic edition lets you work with all of CSS1
as well as CSSP (the layout aspects of CSS) and goes for

one of the most simple, and powerful, Web page makers

TagCheck RHA 1.3 checks HTML

(formatted or unformatted) in their Web pages, and it

TSW WebCoder 5.0 is a
feature-rich HTML editor with integrated project
management and a built-in FTP client. In addition, it
offers libraries with HTML, CSS, JS, VBS and PHP tags; a
file explorer; customizable syntax coloring; integrated
browser preview; and more. WebCoder even features
built-in scripting that allows you to write functions
for the program yourself, or download others and extend
the way of using it. The editor provides support for PHP
and stylesheets, as well as spell-checking and code
validation. Additional features include HTML Tidy, image
viewer, customizable toolbar button, meta tags editor,
extended search and replace, server mappings, and many

amazingly powerful code editor that not only compiles
HTML code, but C/C++, VB, Java, Perl, and ASP. It
includes starter templates and a built-in FTP client,

URL Run 1.3 lets you run a
local program using a URL link. Useful for making an
active desktop webpage with links to .EXE files as well

is a $40 search utility that lets you create a search
engine for your Web site, home page, or even your CD-ROM

VisualGallery 2.0.3 is an easy
and powerful WYSYWIG gallery designer. Many parameters

Waptool 1.0 converts HTML
pages to WML for WAP devices. Free, I think, from

replaced by XHTML, so I don't know that I'd get too

W3C CSS Validator Service is a
free Web-based service that checks your CSS for
adherence to the particular DOCTYPE you're using in your

W3C Link Checker isn't a
program, it's a Web-based link validator that checks the
links in your HTML. Sometimes it chokes on "dynamic"

compliance with different flavors of HTML, from 3.1

WebAnalyzer is a graphically
interfaced diagnostic tool for professional Web masters.
The latest version, 2.0, is way too pricey, at $420, but

reviewed below.
WebCrypt 2000 1.1 allows you
to encrypt your HTML code, making it difficult for
cyberbanditos to rip off your code. You can also disable
the right-click functionality of the users' browsers,
and keep people from linking back to graphics and

editor and animation tool that uses a light model based

spidering software that checks Web sites for dead and

xSite 1.1.0.245 is a free,
powerful HTML editor that lets you see your HTML page
take shape in a browser window as you code; it also
simplifies JavaScripting and makes it easy to purloin
HTML code from other pages. I believe its home page is

ZPaint 1.4 makes 3-D graphics
for your Web site with little or no fuss. Free from
